FOM - Future Operating Model

To fulfill our strategic vision of organizational excellence, UCR embarked upon a campus-wide effort to re-design key end-to-end business processes that will provide caring, personalized, accountable and compliant service which will be delivered through optimizing service delivery, creating efficiencies and incorporating industry best practices. This will be the model within which UCR will operate in the future across campus organizations at all levels.

UCR has identified 7 end-to-end local business processes within UCPath framework to go live along with UCPath. They include:

 

UCPath

  • UCPath is a University of California-wide initiative to centralize, standardize and streamline HR, payroll, general ledger, workforce administration and academic personnel processes across the entire UC system. UCPath is the largest PeopleSoft implementation ever undertaken by an academic institution or system within the United States.
  • The implementation of UCPath (PeopleSoft) will replace the UC system’s 35-year old Payroll and Personnel System (PPS). These standardized and centralized transactional UC-wide processes will be supported by the new UCPath Center (UCPC) located in Riverside.
  • UCPath Center
    • In the future, certain tasks related to processing core HR and payroll-related transactions will be performed by the UC staff, Academic Personnel and Payroll staff at the UCPC. Tasks from approximately one hundred processes in the areas of payroll, benefits, finance and general ledger integration, absence management, compensation, and workforce administration were identified and will be standardized across the UC system and handled by the UCPC.
    • To support all of the UC system’s more than 200,000 employees, the UCPC was built and is located in Riverside. The UCPC is the transactional hub for serving all employees from each of the UC campuses, medical and research facilities. The UCPC will be staffed with ~450 employees when it’s fully operational.

When

  • UCR is a pilot campus and among the first slated for deployment of UCPath, along with UC Los Angeles (UCLA), UC Merced and Associated Students UCLA (ASUCLA) by Fall 2017. System-wide, the UCPath effort is overseen by the UC Project Management Office (PMO) located at the UC Office of the President (UCOP).
  • The first phase of FOM is simultaneously going to launch with UCPath. The remaining phases will continue after that.
